OUR EXECUTIVE
DIRECTOR & THERAPIST
Originally from England, Justine Williams, embarked on a journey into the world of special needs education after a her friend suffered a stroke, when she was 11 years old. This inspired her to pursue a degree in Conductive Education at the Andras Peto Faculty of Semmelweis University in Budapest.
Justine discovered the transformative power of horses during her time at a local Therapeutic Riding Center. As a certified PATH Intl. Therapeutic Riding Instructor and a PATH Intl. Registered Therapist in hippotherapy, she has integrated equine movement into her Conductive Education program to enhance therapeutic outcomes. With her Sensory Integration Certification from USC/WPS, Justine is equipped to support individuals with various disorders, using the unique benefits of equine movement, ground work and farm-based activities.

NON VOTING DIRECTOR

Helen Kilcoyne, is also originally from England and first met Justine Williams in 2006 at a local therapeutic riding center. A lifelong horsewoman and stroke survivor, Helen has experienced firsthand the profound benefits of equine-assisted therapy and Conductive Education. She joined the administrative team at Rhythm of the Horse in early 2025 and currently supports web development, grant writing, event planning and payment processing systems.

The Board of Directors of Rhythm of the Horse provides leadership, guidance, and stewardship to support our mission. Our board members bring a wide range of professional experience and a shared commitment to helping individuals and families facing physical, emotional, and developmental challenges.
Together, they help ensure the organization operates responsibly, grows sustainably, and continues to provide meaningful programs for our community.
Scott Kilcoyne
President, & Secretary
Scott joined the Board of Directors in December 2024 and assumed the role of President in January 2025. With a background in senior management, he brings extensive expertise in leadership, financial oversight, and organizational development. Scott’s strategic perspective and commitment to strong governance help guide Rhythm of the Horse as the organization continues to grow and expand its impact in the community.
VirginiaAnne Poppe
Treasurer
VirginiaAnne joined the Board of Directors in February 2025. A retired CPA, she brings extensive experience in external auditing, internal auditing, and corporate accounting. Her financial expertise provides valuable oversight and helps ensure strong fiscal stewardship as Rhythm of the Horse continues to grow.
Michelle Garfio
Social Media Director
Michelle joined the Board of Directors in January 2026. She is a dedicated advocate for children with special needs, having three autistic children and serves as Secretary for the Weld RE-8 Special Education Advisory Committee. After recently earning her bachelor’s degree, Michelle works at Fort Lupton Middle School as a special education paraprofessional. Her experience and passion for supporting families make her a wonderful addition to the Rhythm of the Horse leadership team.
